ECPAC Newsletter – January 2022
January Newsletter
In October, the Governor expanded his original drought emergency declaration to the entire state, resulting in an initial 0% allocation on the Central Valley and State Water Projects. Even with December being the 19th wettest in 127 years, 2021 finished as the 42nd driest year. Last week, the State Water Project’s allocation moved to 15%, while the Central Valley allocation has yet to move. 2022 is starting as another challenging year, making the Exchange Contractors PAC efforts critical. Initial forecasts show the possibility of a non-Critical year for the Exchange Contractors and a 0% allocation for the CVP Contractors. The focus on California water rights will continue to be intense in 2022 – we need to be proactive!

Effectiveness
To be effective and able to influence both sides of the aisle – at the Federal, State, and Local levels – we need to raise money. Your contributions are investments in influencing better policy decisions, resulting in improved water reliability and property rights protection.
