The Exchange Contractors Political Action Committee is an advocacy organization that works in conjunction with the Exchange Contractor Landowners to improve water reliability, water-use efficiency, regulatory relief and agricultural best practices. If you are doing business within the Exchange Contractors region or support best farming practices, we invite you to join us.

Associate Memberships

ECPAC advances the interests of its members and associates while protecting property rights, water rights and California Agriculture.

The Exchange Contractors Political Action Committee (ECPAC) was founded in 2004. The purpose of the organization is to influence the political landscape as it relates to farming, agriculture and water. Landowners within the San Joaquin River Exchange Contractor’s Water Authority service area are deemed members, and those that are US Citizens may contribute. Organizations, individuals and other ag-related entities may also participate as Associate Members. A Board of Directors oversees the ECPAC.

ECPAC is non-profit, non-governmental organization governed by a volunteer Board of Directors. The membership annually elects the President and Treasurer. Landowners, farmers and service providers owning and or doing business in the San Joaquin River Exchange Contractor’s Water Authority service area are eligible.

For Political Contributions, please note the following:

  • Federal election law prohibits the acceptance of corporate contributions including sub-S corporations, by PAC’s. If you will be using corporate funds, please make your check payable to the Exchange Contractors State PAC.
  • Individual contributions may be made to the Exchange Contractors Federal PAC up to $5,000 per person, per calendar year.
  • Partnership contributions are also permissible up to $5,000 per calendar year. Please note, a contribution made from a partnership countsproportionately against each participating partner’s own limit. Although contributions made by the partnership a a whole count proportionately against each partner’s $5,000 limit, contribution made by individual partners from their own personal funds do not count against the partnership’s limit.
  • State contributions are acceptable from any source in any amount, however, only $6,500 per person, per calendar year may be used for state candidate support. Amy amount of $6,500 may be used for local candidate support, ballot measure support, independent expenditures and administrative expenses.
